Call for Proposals 2022

Thematic areas covered and priority countries

MPF grants fall into 2 main categories (Strands):

STRAND A

‘Support to the EU’s migration priorities with partner countries’

Projects under Strand A shall promote and support the EU’s migration priorities with partner countries, taking into account the overall level of cooperation on all aspects of migration management, as per the New Pact on Migration and Asylum.

Applications shall primarily target countries that have a Mobility Partnership (MP), Common Agreement on Migration and Mobility (CAMM) or other cooperation frameworks in place.

STRAND D

‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’

Projects under Strand D shall seek to support dialogue and cooperation on legal and labour migration, in line with the EU’s geographic and thematic migration priorities, including the new Talent Partnerships.

Applications should target any country in line with the political priorities and philosophy set out by the Commission in the new Pact on Migration and Asylum - and in particular with Talent Partnerships. However, first priority will be given to applications targeting Egypt, Morocco and Tunisia followed by Pakistan, Bangladesh, Senegal and Nigeria, as detailed in the Communication on “Attracting skills and talent to the EU”.

What kind of activities can be funded

STRAND A

‘Support to the EU’s migration priorities with partner countries’

 
Under AMIF funding framework
  • Activities seeking to improve partner countries’ policy and legal frameworks for migration and mobility without any actual mobility dimension to be funded;
  • Activities seeking to strengthen information, outreach and protection of migrants;
  • Review and development of legislation, policy documents/strategies, action plans, policy tools and instruments, standard operating procedures linked to migration management;
  • Capacity-building of partner country authorities in legal migration management (including migration monitoring);
  • Capacity-building of partner country authorities related to readmission as well as reintegration of migrants illegally staying in the EU;
  • Activities seeking to strengthen practices and policies on migrants’ contributions to national development;
  • Activities seeking to strengthen partner countries’ policy and legal frameworks as well as capacity-building on asylum policy and protection in line with international standards;
  • Migration dialogue at EU level with relevant partner countries, including:
    • Organisation of conferences, expert meetings and study visits;
    • Studies, reviews and mappings;
    • Evaluations and monitoring activities.
 
Under ISF Borders & Visa funding framework
  • Support to dialogue on visa issues with third countries, as well as their consular capacities, and cooperation with the EU and EU MS, in line with the EU common visa policy;
  • Capacity building of partner country authorities in border surveillance;
  • Review and development of legislation, policy documents/strategies, action plans, policy tools and instruments, standard operating procedures;
  • Integrated border management and cross-border cooperation with the aim of enhancing regional cooperation in border management between EU MS and third countries;
  • Strengthening the security of identity and travel documents in third countries;
  • Purchase of specific and limited equipment which would be indispensable in relation to the abovementioned capacity building support and training;
  • Organisation of conferences, study visits and expert meetings including peer to peer exchanges;
  • Studies, reviews and mappings;
  • Evaluations and monitoring activities.

STRAND D

‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’

 
Under AMIF funding framework

Models of mobility may include:

  • Mobility schemes for permanent/ longer-term migration
  • Circular and temporary labour mobility schemes
  • Short-or medium-term up-skilling schemes and/or schemes for vocational education and training purposes

Key components may include:

  • Institutional capacity building
  • Pre-departure engagement
  • Mobility phase in EU Member State
  • Reintegration in the country of origin following mobility

Specific activities may include:

  • Awareness-raising, recruitment
  • Language training
  • Vocational training
  • Skills enhancement
  • Work place awareness training
  • Recruitment to workplace: including development of (IT) tools to select profiles
  • Mobility support
  • Support measures
  • Workplace monitoring
  • Entrepreneurship training
  • Supporting diaspora in reintegration efforts
  • Mentoring for reintegration
  • Public-private partnerships to select the labour migrants
  • Support to start-up businesses, including training or provision of services (such as mentors) with the purpose of reducing forced migration and brain drain.

Who may apply

The lead applicant may act individually or with co-applicant(s).

Lead Applicants have to be legal persons.

Additionally, Lead Applicants have to be:

STRAND A

  • A public body of an EU member state (at central, regional or local levels);
  • An EU member state-based organisation; or
  • An international organisation (IO)

Note 1: In the case of actions supporting the implementation of a Mobility Partnership (Strand A), only lead applicants from EU Member States that have signed the respective MP shall be eligible.

Note 2: If the lead applicant is not a governmental body at central level, a letter of support from a relevant central body must be part of the application package.

STRAND D

  • A public body of an EU member state (at central, regional or local levels); 
  • An EU member state-based organisation

Note: If the lead applicant is not a governmental body at central level, a letter of support from a relevant central body must be part of the application package.

Co-applicants have to be:

  • Public bodies of a partner country (at central, regional or local levels); or
  • Public bodies of the same or another EU MS; or
  • International organisations (IOs), non-governmental organisations (NGOs) and other private law bodies, established in the EU or in partner countries that cooperate with an EU MS in the implementation of migration-related actions, working on a non-profit basis.

What are the funds available and how much can I request

The overall indicative amount made available under this Call for Proposals is EUR 22,000,000 - divided as follows:

STRAND A

EUR 8,000,000

(±6,000,000 EUR from AMIF and ±2,000,000 EUR from ISF Borders & Visa funds)

STRAND D

EUR 14,000,000

(from AMIF funds)

Size of grants

Any grant proposal submitted under this Call for Proposals must fall within the following minimum and maximum amounts:

STRAND A

Minimum: EUR 200,000

Maximum: N/A

STRAND D

Minimum: EUR 1,000,000

Maximum: N/A

For both Strands there is no specific maximum. However, applicants should consider – as in all project proposals - the need to demonstrate value for money and appreciate the programme’s intention to fund multiple projects within its financial envelope.

 

Co-financing

With AMIF or ISF Borders and Visa funds, the MPF may finance up to 95% of the total eligible cost. The balance must be financed from other sources. In-kind contributions shall also be accepted as co-financing.

Deadline to apply and timeframe of proposed projects

This is a rolling Call for Proposals with an open deadline.  Applicants may propose projects (i.e. submit a Concept Note) at any time BUT

  • For Strand A: The duration of an action (i.e. end date of grant contract) cannot go beyond 31st May 2025.
  • For Strand D: Implementation of an action (i.e. end date of grant contract) may not go beyond 31st May 2027. (Please also note that actions will have to be split into two phases, Phase I before 31 May 2025 and Phase II after)

Application process and how funding decisions are made

For this Call for Proposals, there is a two-step application process.

After reading the Guidelines for the Calls for Proposals and the FAQs section, if you are eligible and interested in applying, you are encouraged to submit a Concept Note.

This will be checked by ICMPD (for Administrative & Eligibility compliance) and subsequently assessed by DG HOME in line with the evaluation and award criteria indicated in the new MPF Guidelines.

In case of a positive assessment, you will be invited to submit a Full Application.

What happens once your Full Application is received?

  • An Administrative & Eligibility Check will be carried out by the MPF
  • A Consultation will be undertaken with (a) the MPF Steering Committee, (b) EU Member States Focal Points and (c) relevant EU Delegation(s) in partner countries involved in the proposed activities. (This process is aimed to verify complementarity with other projects in the same country(ies) or covering the same thematic areas, and in order to avoid duplications and overlapping.)
  • Finally, a Grant Evaluation Committee, composed of representatives of EU services (DG HOME, DG INTPA, DG NEAR and EEAS) will assess your application, in line with the evaluation and award criteria indicated in the new MPF Guidelines and also taking into account the results of the Consultation process.
