This action, implemented by ICMPD, aimed to build on the achievements of JEMPAS I in addressing the needs identified in relation to the national legislative and institutional framework for migration and asylum in the Hashemite Kingdom of Jordan.
The first component of the action sought to support the development of Jordan’s institutional capacity to combat Trafficking in Human Beings (THB). Under the auspices of the National Technical Committee on Combating Trafficking in Human Beings, the action team developed tools and provided dedicated training to the Ministry of Justice and other key institutional partners for a sustainable implementation of the national strategy and action plan to prevent trafficking in human beings.
In order to create a shared understanding of the modalities and approaches contributing to the creation of a robust asylum system, a desk-based assessment of the Jordanian institutional set-up for refugees and asylum seekers was carried out in cooperation with the Ministry of Interior. Despite the travel and meeting restrictions imposed by the Covid-19 pandemic, which severely affected the team's ability to organise international events, the action managed to establish close cooperation with the Jordanian authorities. A final consultation workshop resulted in the delivery of an asylum and refugee coordination plan with the Directorate of the Refugee Affairs Coordination Office (RACO) of the Ministry of Interior. Activities under this component and institutional efforts in the area of protection will be taken forward under the European Asylum Support Office (EASO) training programme.
In the framework of the Mobility Partnership (MP) signed between the EU and the Hashemite Kingdom of Jordan, this component contributed to deepening the dialogue on thematic and cross-cutting operational priority areas on migration cooperation in Jordan, with a particular focus on the current post-COVID context. Under this frame, a meeting on “Enhancing Jordanian-European Partnership on Migration” gathered representatives from public authorities, diplomatic missions, international organisations, academia and NGOs to reflect upon the state of play of the MP’s operationalisation and identify needs, challenges and opportunities to help inform future actions and cooperation on migration issues.
