Call for Proposals - Migration Partnerships

Thematic areas covered and priority countries

MPF grants fall into 2 main categories (Lots):

LOT 1

‘Support to the EU’s migration priorities with partner countries’

Projects under Lot 1 shall promote and support the EU’s migration priorities with partner countries, taking into account the overall level of cooperation on all aspects of migration management, as per the New Pact on Migration and Asylum.

Applications shall target Southern Neighbourhood, Sub-Saharan Africa, Silk Route countries, and/or Central Asia.

LOT 2

‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’

Projects under Lot 2 shall seek to support dialogue and cooperation on legal and labour migration, in line with the EU’s geographic and thematic migration priorities, including the new Talent Partnerships.

Applications should target any country in line with the political priorities and philosophy set out by the Commission in the Pact on Migration and Asylum - and in particular with Talent Partnerships. However, priority will be given to applications targeting Egypt, Morocco, Tunisia, Pakistan, and Bangladesh. In addition, for Senegal and Nigeria, the same level of priority will be given once Talent Partnerships will be launched.

What kind of activities can be funded

LOT 1

‘Support to the EU’s migration priorities with partner countries’

 
  • Activities seeking to improve partner countries’ policy and legal frameworks for migration and mobility without any actual mobility dimension to be funded;
  • Activities seeking to strengthen information, outreach and protection of migrants;
  • Review and development of legislation, policy documents/strategies, action plans, policy tools and instruments, standard operating procedures linked to migration management;
  • Capacity-building of partner country authorities in legal migration management (including migration monitoring);
  • Capacity-building of partner country authorities related to readmission as well as reintegration of migrants illegally staying in the EU;
  • Activities seeking to strengthen practices and policies on migrants’ contributions to national development;
  • Activities seeking to strengthen partner countries’ policy and legal frameworks as well as capacity-building on asylum policy and protection in line with international standards;
  • Migration dialogue at EU level with relevant partner countries, including:
    • Organisation of conferences, expert meetings and study visits;
    • Studies, reviews and mappings;
    • Evaluations and monitoring activities.
 
 

LOT 2

‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’

 

Models of mobility may include:

  • Mobility schemes for permanent/ longer-term migration
  • Circular and temporary labour mobility schemes
  • Short-or medium-term up-skilling schemes and/or schemes for vocational education and training purposes

Key components may include:

  • Institutional capacity building
  • Pre-departure engagement
  • Mobility phase in EU Member State
  • Reintegration in the country of origin following mobility

Specific activities may include:

  • Awareness-raising, recruitment
  • Language training
  • Vocational training
  • Skills enhancement
  • Work place awareness training
  • Recruitment to workplace: including development of (IT) tools to select profiles
  • Mobility support
  • Support measures
  • Workplace monitoring
  • Entrepreneurship training
  • Supporting diaspora in reintegration efforts
  • Mentoring for reintegration
  • Public-private partnerships to select the labour migrants
  • Support to start-up businesses, including training or provision of services (such as mentors) with the purpose of reducing forced migration and brain drain.

Who may apply

The lead applicant may act individually or with co-applicant(s).

Lead Applicants have to be legal persons.

Additionally, Lead Applicants have to be:

LOT 1

  • A public body of an EU member state (at central, regional or local levels);
  • An Agency, Institute, Operator or other legal entity with an official mandate to operate on behalf of a public body of an EU Member State (EU-financed agencies cannot participate as lead applicant, but can participate as co-applicant on a no cost basis).
  • A private or public law body registered in an EU Member State (e.g. NGO, foundation, private company, university, etc.) operating on a non-profit basis.

 

LOT 2

  • A public body of an EU member state (at central, regional or local levels);
  • An Agency, Institute, Operator or other legal entity with an official mandate to operate on behalf of a public body of an EU Member State (EU-financed agencies cannot participate as lead applicant, but can participate as co-applicant on a no cost basis).
  • A private or public law body registered in an EU Member State (e.g. NGO, foundation, private company, university, etc.) operating on a non-profit basis.

 

Co-applicants have to be:

  • Public bodies of a partner country (at central, regional or local levels); or
  • Public bodies of the same or another EU MS; or
  • International organisations (IOs), non-governmental organisations (NGOs) and other private law bodies, established in the EU or in partner countries that cooperate with an EU MS in the implementation of migration-related actions, working on a non-profit basis.

- If the lead applicant is not a governmental body at the central level, a letter of support from a relevant central body must be provided with the Concept Note (unless they are a co-applicant).

- In case of no co-applicants from central government institution(s) in the target partner country(ies), a letter of support from the key concerned central level institution(s) in the partner country(ies) must be provided with the Concept Note.

What are the funds available and how much can I request

The overall indicative amount available under this Call for Proposals as of 04 April 2025 is EUR 29,400,000 (as indicated in the Guidelines) - divided as follows:

LOT 1

EUR 5,400,000

LOT 2

EUR 24,000,000

 

Size of grants

Any grant proposal submitted under this Call for Proposals must fall within the following minimum and maximum amounts:

LOT 1

Minimum: EUR 200,000

Maximum: N/A

LOT 2

Minimum: EUR 1,000,000

Maximum: N/A

For both Lots there is no specific maximum. However, applicants should consider – as in all project proposals - the need to demonstrate value for money and appreciate the programme’s intention to fund multiple projects within its financial envelope.

 

Co-financing

With AMIF funds, the MPF may finance up to 95% of the total eligible cost. The balance must be financed from other sources. In-kind contributions shall also be accepted as co-financing.

Deadline to apply and timeframe of proposed projects

This is a rolling Call for Proposals with an open deadline.  Applicants may propose projects (i.e. submit a Concept Note) at any time BUT implementation of an action (i.e. end date of grant contract) may not go beyond 30 November 2028. 

Application process and how funding decisions are made

For this Call for Proposals, there is a two-step application process.

After reading the Guidelines for the Calls for Proposals and the FAQs section, if you are eligible and interested in applying, you are encouraged to submit a Concept Note.

This will be checked by ICMPD (for Administrative & Eligibility compliance) and subsequently assessed by DG HOME in line with the evaluation and award criteria indicated in the new MPF Guidelines.

In case of a positive assessment, you will be invited to submit a Full Application.

What happens once your Full Application is received?

  • An Administrative & Eligibility Check will be carried out by the MPF
  • A Consultation will be undertaken with (a) the MPF Steering Committee, (b) EU Member States Focal Points and (c) relevant EU Delegation(s) in partner countries involved in the proposed activities. (This process is aimed to verify complementarity with other projects in the same country(ies) or covering the same thematic areas, and in order to avoid duplications and overlapping.)
  • Finally, a Grant Evaluation Committee, composed of representatives of EU services (DG HOME, DG INTPA, DG ENEST, DG MENA and EEAS) will assess your application, in line with the evaluation and award criteria indicated in the new MPF Guidelines and also taking into account the results of the Consultation process.
